According to the EASPD Employment Declaration of December 2014, people with disabilities are structurally disadvantaged in the labour market because of different barriers. Their labour market participation is still significantly lower than that of persons without disabilities and this situation has not significantly improved over the past 15 years. The persistent underemployment of persons with disabilities needs to be addressed with immediate action to end the situation of exclusion from the labour market.

”The Deaf Serve in Mountain huts”

The Slovene Alpine association, which organised a special action for diminishing prejudice about deafness and hearing impairments. A special Committee for Mountaineering for people with disabilities started a public campaign ”The Deaf Serve in Mountain huts”. The whole story is presented by main actors and volunteers of the project.

Employment centre Avantus, another local social company, specialize in socks ironing and production of handmade toys for children, made by mentally handicapped people. The center receives a fixed fee from the authorities to provide jobs, but still has to operate under the competitive conditions of the open market. Besides work, the disabled employees are provided with psychological support, trainings and participate in various social activities.

Avantus also runs the Social Activation project co-funded by the European Social Fund and the Ministry of Labor and Family, which is designed to assist the long-term unemployed people. The participants strengthen social and useful functional skills (computer skills, writing applications, training job interviews). Within the program they exercise work activities in a real work environment and can try different job opportunities.

“Equal chance Project” in Izmir

Vestel Electronics Company is the 3rd largest industrial holding in Turkey. In 2015 Vestel started to employ people with special needs and has currently 441 employees with disabilities out of 7000 employees in total.

With the “Equal Chances” project carried out voluntarily by the electronics factory Vestel to increase disability employment rate at the factory, hearing- and speech-impaired individuals as well as people with other disabilities were employed after a training program. Production lines in the factory are especially designed for easy use by disabled people. Approximately 380 hearing-impaired and speech-handicapped employees hired as part of the project continue their employment under suitable conditions.

Evolution of self-satisfaction working in Medipark

The medical center, introduced by Ayhan Benli, manager of the center, employs 70 people, two of them are persons with disabilities. The center conducts internal training courses, creates a comfortable barrier-free environment and has a manager for inclusion. Sezer Can Polat (40% physical disability), having graduated from the installation technologies department of Aksaray University, now working at Medipark for one year, shared his experience in the following video.

The positive impact can only be achieved if the basic social prerequisites are met and the member of the target group possesses structural know-how for exerting social influence. Knowing how to build a well is useless if there is no groundwater in the whole region. Thus, the success of inclusive measures depends directly on the social perception of the employers, government bodies and people with disabilities.

“Szansa Pracy” (“Chance for a Job”)

Employment Support Office “Szansa Pracy” awarded as the best employer of disabled persons on the open labour market in 2019 with Lodołamacz/Icebreaker Award by the POPON – Polish Organisation of Employers of Persons with Disabilities. The scope of ESO services include vocational guidance, psychological and legal support, job placement etc. ESO also helps organizations to define different pathways and accommodate people with handicap into various employment programmes.

The current limited employment opportunities in Poland resulting in the employment rate among PWD as low as 23%. Besides difficulties in finding job opportunities, there is another significant issue reducing the number of the employed, which is a lack of motivation, caused among other reasons by fear to lose their pension (disabilities allowance) that will not be automatically paid again, should the person fail in his attempted professional integration.

Association Alsterdorf

Alsterdorf is a branch of the Hamburg consulting centre Alsterdorf and has been active in Romania since 1990. Alsterdorf operates at different levels and offers counselling services for people with intellectual disabilities who are seeking integration or employment in the labour market. For this purpose, the institution offers individual counselling services for employees and employers. Psychologists and social workers support the care, and based on the individual health situation they also make recommendations for the choice of career. The primary goal, however, is to bring people into employment on the regular labour market.

8,4 % instead of mandatory 5 %

Evonik is one of the world leaders in specialty chemicals. More than 32,000 employees work together worldwide in Evonik offices and production facilities. The company can be considered an example of successful integration of persons with disabilities: it has exceeded the quota for employment of people with disabilities (mandatory 5 % in Germany), reaching 8,4 per cent in 2019. The key to success is the management's special understanding of the term "inclusion", where inclusion is not a short-term project, but a constant challenge to improve an inclusive corporate culture.


“Putting ability first!” (Remploy’s motto)

During the TPM in Scotland, the consortium learnt about “Remploy Scotland” - the UK’s leading disability specialist, with more than 70 years of experience delivering employment and skills support. In the 1980s, Remploy started to develop programmes to support disabled people into mainstream employment with other businesses enabling them to become more disability confident and opened the first city center branch providing a wide range of specialist employment support in 2006. Within a few years it was operating dozens of branches across Britain.
